UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a high proportion of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase local levies next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

Research of regional authorities this week further found council budgets being stretched by the growing number of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

Based on the latest deprivation measures (IMD) for English councils, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
